The CMO appoints a specialist residential estate management company, such as BMUK, to manage the day-to-day operation and maintenance of estates. These companies have the expertise, resources, contractor networks, and regulatory knowledge required to deliver estate services efficiently and ensure compliance with relevant standards.
For more information please see our BMUK section of our FAQ’s.
Whilst it was always intended for the CMO to employ their own staff, it was decided that the most cost effective way of running the CMO in the early years was to do this through a services contract. This decision is reviewed by the Board annually and the Board have decided that the time is right to transition to direct employment and have begun the process of creating policies and procedures to become an employer. It is expected that the first staff will be employed at the beginning of the 27/28 financial year.

The appointment of Directors is as set out in the S.106 and in The Articles.
Each Developer signed to the S.106 had the right to nominate a CMO Director, up to a maximum of five CMO Directors. As there are only four developers currently party to the S.106 this enabled the lead developer to nominate two CMO Directors. Once a developer has completed their build on site, they will lose the right to have a nominated CMO Director on the board.
Both the borough council (Ashford Borough Council) and county council (Kent County Council) had the right to nominate one CMO Director each. KCC decided to pass over their nomination for the first two years to ABC, resulting in ABC nominating two CMO Directors.
The S.106 also allows for a CMO Director to be nominated to represent the Voluntary Sector. The seven CMO Directors detailed above were asked for their nominations, resulting in the selection of an individual who has a wealth of experience in Housing Associations and community involvement (as a Parish Councillor).
The Social Housing Provider also has the right to nominate one Director.
The first CMO Resident Director has been appointed by the Board following a thorough selection process. Upon joining the CMO Board, each CMO Director completed a Skills Matrix and the CMO Resident Director appointment was targeted to fill any skills gaps within the CMO Board and/or bring a set of skills which would add value to the Board. Each main phase will see one Resident Director join the CMO Board. The second to fifth Resident Directors will be appointed by the CMO Members at an AGM.

The company was selected based on its experience in residential estate management, its ability to deliver the required services, and its capacity to manage estate maintenance, contractor oversight, and resident communications effectively.
You are obligated through the purchase of your property to pay the charges The annual bill is split across two six monthly invoices. If you are struggling to make your payments due to personal circumstances, please contact Block Management UK. There is also the option of paying by standing order over a 10 month period Ultimately, if a rent charge remains unpaid, the CMO can put a legal charge on your property.
All residents are required to pay for the maintenance of the entire development. RCD1 is charged at the same levels across the development and is collected into the same ‘pot’ This pot is then spent across the entire development. RCD1 is capped and RCD3 is fixed for five year periods, this means that the CMO cannot increase charges in response to unexpected costs, therefore a reserve fund has to be collected to be able to maintain standards.
Rent Charge Deed 1 is calculated against bedroom numbers, but for each band the same charge applies across the development, regardless of who built the property. All properties pay a £1 per annum fixed charge for Rent Charge Deed 2. Rent Charge Deed 3 differs across developer sites and plots as this charge is calculated on phase features (if present) and if a property has vehicular access over an unadopted road or shared parking court.
The charity accounts are funded through S106 contributions and funds are spent on the running of the company and fulfilling the CMO’s objects. The trust accounts are funded by residents through payments made under the rent charges. These funds are spent on the essential services as detailed in the rent charge deeds.
Ashford Borough Council (ABC) did not choose Hodson Developments as the developer for Chilmington Green. Hodson Developments were the landowner who submitted the outline planning application. ABC then had to make a decision regarding approving or rejecting the planning application under UK national planning law.
Administration is a process that aims to protect a financially troubled business while options are explored to rescue the company, restructure its debts, or sell the business. The company may continue trading during this period. Liquidation is the process of closing a company. Its assets are sold to repay creditors where possible, and the business ceases trading before being formally dissolved.
There is no fixed timescale for administration decisions. Work on unfinished developments can only recommence once a funding solution, new developer, or approved recovery plan is in place.
New estate roads are typically adopted once they have been built to the required standard, successfully inspected, and completed a maintenance period, usually around 12 months. In most cases, adoption takes place 1 to 3 years after construction is finished, although timescales can vary depending on the development and any outstanding works.
Until a road is adopted, responsibility for its maintenance usually remains with the developer, landowner, or in some cases the residents, depending on the legal arrangements for the development. The council is not responsible for maintaining an unadopted road until formal adoption has taken place.
Please arrange this through Ashford Borough Council, details can be found on their website.
If your complaint relates to the service provided by Block Management UK i.e. how the estate is being managed or billing service, please contact Block Management UK who will register your complaint.
